Donostia / San Sebastián has one rule that catches visiting groups. Every vehicle registered abroad must apply for low-emission authorisation before it enters, even one that easily meets the standard.
Apply before the coach arrives
The ZBE came into force in January 2025 and spans some 1.2 km² of central streets, around the clock. In the first phase, which runs to 2027, vehicles without a label are kept out; from 2028 label B is excluded too.
For a foreign-registered coach, the application lists the owner and the plate, the vehicle type and fuel, the date of first registration and the technical sheet. Diesel coaches registered from 1 October 2006 qualify in this phase. The city writes back only if details are missing, and the authorisation lasts only until the first phase ends. Leave time for it, and ask the operator to confirm it has been filed.

Parte Vieja, La Concha and Igueldo
The Parte Vieja lies inside the zone and is largely pedestrian, so pintxo evenings are on foot. No official list of coach set-down points was found; the operator agrees the stop for the old town and the hotels. Monte Igueldo has a funicular to the top, and Monte Urgull and San Telmo Museoa are at the end of the old town.

Coach access and parking rules in San Sebastián
- San Sebastián Airport (EAS, at Hondarribia) is about 22 km by road from Alderdi Eder, about 30 min in light traffic; it has few routes. Bilbao Airport (BIO) is about 101 km (about 1 h 35 min). Journeys take longer at peak times.
- Donostia's low-emission zone (ZBE) came into force in January 2025 and covers about 1.2 km² of the city centre. Access is limited 24 hours a day, every day. First phase (2025 to 2027): vehicles without an environmental label may not enter, except some exempt cases. Second phase (from 2028): vehicles with label B are also excluded.
- Every vehicle registered abroad must apply for authorisation BEFORE entering the Donostia ZBE, giving the owner, vehicle type, plate, registration date, fuel and technical sheet. In the first phase (2025 to 2027), foreign-registered lorries, buses and coaches qualify if petrol and registered from 1 October 2001, or diesel and registered from 1 October 2006; from 2028 the dates are 1 October 2009 (petrol) and 1 October 2014 (diesel). Hybrid, gas and electric vehicles must also apply but qualify whatever their age. An authorisation is valid until the end of the first phase (2027); no confirmation is sent unless something is missing.
- Spanish low-emission zones use the DGT environmental label (distintivo ambiental): 0 EMISIONES, ECO, C and B; vehicles without a label are classed "A". For vehicles with more than 8 passenger seats and heavy vehicles, label C generally goes to vehicles registered from 2014 and label B to those registered from 2006. Vehicles registered abroad have no DGT label, and each city treats them in its own way (see the notes for each city).
- No official list of coach set-down points was found for this file; the operator confirms the stopping point for the old town and the hotels.
- Donostia station (Estación del Norte) has long-distance and regional trains; the long-distance bus station is beside it. Euskotren runs from Amara towards Hendaye (France) and Bilbao.
- Biarritz and Saint-Jean-de-Luz are in France: French rules apply there.
- Speed limits for buses and coaches (Reglamento General de Circulación, art. 48.1.a): 100 km/h on motorways (autopistas and autovías) and 90 km/h on conventional roads. Vehicles doing school transport or carrying minors drive 10 km/h below those limits (art. 48.1.b), and a bus carrying standing passengers or without seat belts may not exceed 80 km/h on any road outside built-up areas.
- Seat belts must be worn wherever they are fitted, including in coaches (Reglamento General de Circulación, art. 117.1). In vehicles with more than nine seats including the driver, passengers must be told that belts are compulsory, by the driver, the guide or the group leader, by audiovisual means or by signs at each seat (art. 117.2).
- EU drivers' hours rules (Regulation (EC) No 561/2006) apply to coach drivers: at most 9 hours of driving a day (10 hours twice a week), a 45-minute break after 4.5 hours of driving and at least 11 hours of daily rest. Long day trips are planned around these limits.
- Some Spanish motorways are toll roads (autopistas de peaje, usually numbered AP-); the operator plans the route.
Kursaal and Anoeta
Zurriola beach lies next to the Kursaal congress centre, at the Urumea's mouth. The film festival is held there in September; book rooms early that month. Anoeta, south of the centre, is Real Sociedad's ground. For a congress at the Kursaal, hotels in Gros are a short walk away, so the coach is needed mainly for the airport runs and the evening dinner.
Day trips, including France
Getaria and its txakoli vineyards are about 30 minutes away, Hondarribia about 35 and the Loiola sanctuary about 50. Pamplona is about 1 h 25 min, which makes Donostia the natural base for San Fermín in July. Saint-Jean-de-Luz and Biarritz are across the border in France, where French rules apply. Vitoria-Gasteiz is about 1 h 35 min, and Laguardia in the Rioja Alavesa about 2 h 30 min, a full wine day.
