Executive Minibus for Small Corporate Groups
The executive Sprinter-style minibus is the step up from a car: 8 to 16 passengers, with luggage behind the last row. Its seat count also decides which rules it runs under.
Car rules or bus rules
With up to nine seats including the driver's, it falls under the VTC regime for cars and works on pre-booked services only. With more seats it is a bus. It then runs under a bus authorisation, the driver needs category D1, and a tachograph records the EU driving and rest hours. For eight passengers, a nine-seat version stays in the car regime; for twelve, it is a bus.

On board, and the rules that apply
- With up to 9 seats including the driver it can be hired with a driver as a car (VTC rules); with more seats it counts as a bus, run under a bus authorisation, and the driver needs category D1
- With more than nine seats including the driver, it needs a tachograph and follows the EU drivers' hours rules
- Spanish municipalities with more than 50,000 inhabitants, and island territories, must set up low-emission zones (zonas de bajas emisiones, ZBE) (Ley 7/2021, art. 14.3); access rules are set city by city using the DGT environmental classification (0 emisiones, ECO, C, B), and vehicles without Spanish plates may be classified on the same criteria
- Seat belts must be worn wherever they are fitted
What it is good for
It suits executive airport transfers, small company groups moving between meetings, families travelling together and day tours where a coach would be too big. For a board meeting at a hotel outside town, it carries the whole team in one vehicle. The luggage area sits behind the last row, so give the number of cases along with the number of passengers, and mention golf bags or exhibition material when you ask for a quote.
Low-emission zones still apply
Spanish municipalities with more than 50,000 inhabitants, and the islands, must create low-emission zones, and each city sets its own access rules by DGT label. The label of the vehicle decides where it may go, so ask which one it carries. Vehicles without Spanish plates may be classified on the same criteria. The operator checks the rules for the vehicle booked and every city on the route.

Can it collect us at the airport?
Yes, on a pre-booked service. Give the flight number and the terminal, especially in Madrid and Barcelona, where pick-up areas differ by terminal.
Does it suit a day tour?
Yes, for a small group. It reaches places a full coach cannot, though old-town access rules still apply to it.
