School Trips by Coach: The Rules Teachers Need
School transport in Spain has its own decree, Real Decreto 443/2001, and it puts duties on the school as well as on the operator. Read this before you sign the booking.
When the decree applies
The test is the age mix on board. If at least three in four passengers are under 16, the decree applies: 40 pupils of 14 with four teachers is covered, while a trip for 17-year-olds is not and runs under the ordinary coach rules.
The decree then asks for an adult on board, other than the driver, whose job is the children; this escort sits close to the middle or rear door. Every pupil gets a seat, the V-10 children sign goes on the front and back of the coach, and pupils use the door next to the driver or escort. Speeds are 10 km/h lower than on ordinary bus trips.

Three documents to ask for
The school, as the party that hires the coach, has a duty too: it must ask the operator to prove three things. First, its authorisation for discretionary passenger transport. Second, a valid ITV card showing the vehicle passed its technical inspection. Third, insurance with unlimited civil liability towards the passengers. Keep copies with the trip papers.
Age is the last check. On 1 September, which the decree treats as the start of the school year, the coach may be at most 16 years past its first registration. One first registered in spring 2010 is therefore out for the whole of the 2026-27 school year.
Rules the group organiser needs
- Real Decreto 443/2001 on school and child transport applies to discretionary coach trips when three quarters or more of the passengers are under 16 (art. 1.c)
- The vehicle shows the children-transport sign (V-10) at the front and rear (art. 5), and each child has a seat of their own (art. 4)
- Speed limits for school and child transport are 10 km/h lower than for other buses on the same road (RGC art. 48.1.b)
School groups at the sights
Toledo charges a daily fee to tourist coaches that use its three coach stops. School trips under the decree are exempt, but the school applies for the exemption with the plate, the date and supporting papers. Barcelona's Zona Bus also treats schools differently: no charge for the daily permit, and three short stops plus Park Güell may be booked.

How many teachers must travel on the coach?
One adult on top of the driver, whenever the decree applies. A separate rule asks for an adult on any covered bus trip where half or more of the passengers are under 12.
Do younger pupils need booster seats?
Pupils of three or more who measure up to 135 cm use an approved restraint where the coach carries one, and the belt otherwise. Tell the operator how many younger children are travelling.
Can the whole class visit the Alhambra as one group?
Not above 30. Alhambra groups are at most 30 people with a licensed guide, and the time printed for the Nasrid Palaces must be kept.
